Certified General Accountants of Ontario’s
Appointments to the Public Accountants Council
Bruce Hutton, CFP, FCGA, chair, board of governors, Certified General Accountants
of Ontario,
is pleased to announce that Ronald Colucci, MBA, FCGA and Vern Krishna,
MBA, QC, FCGA, are the Association’s appointees to Ontario’s newly constituted Public
Accountants Council.
The new Public Accountants Council (PAC) is reconstituted under Bill 94, Public
Accounting Act, 2004. Unlike the former council, the new PAC comprises a majority of
public members, with no affiliation to the accounting profession. CGA Ontario appoints
two members, CMA Ontario appoints two members and the ICAO appoints four members.
The remaining nine public members (including the chair and vice-chair) are appointed
by the provincial government. PAC is responsible for setting standards in public
accounting for the Province of Ontario, and certifying that each of the three accounting
bodies meets or exceeds the new, higher standards. PAC retains a "watchdog" role
over the accounting bodies, but (unlike the former, now defunct PAC) it will not
issue licences. This becomes the responsibility of the respective
accounting bodies after
they have met sufficiency tests. There are no exceptions to the requirement that
an accounting body will not be able to issue licences unless, and until, the PAC
certifies that it meets the new required standards.

Ronald Colucci, MBA, FCGA
Ron Colucci achieved his CGA designation in 1979 in Toronto. Prior to this he attained
an undergraduate degree from York University and a master’s in business administration
from the University of Toronto.
He is a past president (2003/2004) of the Certified General Accountants of Ontario
and is currently a director on the board of the Certified General Accountants Association
of Canada. Comprehensive involvement includes all aspects of Association governance
and policy setting, including chairing or serving as a member of the national education committee and a degree task force negotiating team. Ontario governance includes
all executive positions, plus audit, discipline, public practice, testing on professional
competence, the political mobilization task force and public relations.
Colucci has lectured in financial accounting, and is a frequent seminar leader on
taxation for the Association and numerous other professional organizations.
Employed as a sole practitioner since 1988, prior employment included serving as
corporate controller of a group of commercial companies and secretary/treasurer
and controller of a manufacturing company. He has also lectured at Sheridan College,
Oakville campus.
A fellow of the Certified General Accountants Association of Canada (FCGA), Ron
has also been honoured with life membership (the highest award the provincial Association
can bestow upon a member) and an Ontario distinguished service award.
Active in his community, roles included serving as manager of the Mississauga Chiefs
Bantam Girls Hockey Club, treasurer of the Mansfield Ski Club, the finance committee of the Women’s National Hockey Championships,
many years of involvement with Scouts Canada, and participation on the parents’
association at the local public school and co-chair of the secondary school council.

Vern Krishna, MBA, QC, OC, FCGA
Certificated in 1971, Vern Krishna served on CGA Ontario’s board
of governors for
more than 10 years, chairing or sitting as a member on the majority of committees.
He was elected its president in 1995/96.
A member of the Bars of Nova Scotia, Alberta and Ontario, Krishna is a professor of law
(taxation, international tax, finance) at the University of Ottawa. He served a
five-year term as a visiting scholar of international tax, Harvard Law School. The
executive director of both the CGA tax and international tax research centres, University
of Ottawa, he also provides tax counsel in litigation at the Ottawa office of Borden
Ladner Gervais LLP.
One of Canada’s leading tax scholars, Krishna has authored seven books and is managing
editor of Canadian Current Tax, Canada’s Tax Treaties and Ontario Law
Reporter (Butterworth Publishers, Toronto). He is executive director of
the national committee on accreditation, Federation of Law Societies of Canada and
sits on the Canadian Bar Association’s committee on goods and services tax. Practice
areas are international tax, wealth management, tax litigation and personal tax
planning.
Serving back-to-back terms (2001 to 2003) as treasurer of the Law Society of Upper
Canada, he was instrumental in negotiating a national mobility agreement. He also
contributed to a reform of Ontario’s bar admission process and has been a leading
figure in the evaluation of lawyers with foreign credentials who want to practise
in Canada.
Krishna also holds an MBA, and undergraduate and master’s in law degrees. He earned
a diploma in law from Cambridge University and was appointed Queen’s Counsel in
1989. He is a fellow of the Royal Society of Canada and is a member of the Order
of Canada.
In 2005 he was honoured with CGA Ontario’s Ivy Thomas award (bestowed upon a member
who has achieved provincial recognition for outstanding public service or charitable
involvement, including humanitarian acts). He is a fellow of the Royal Society of
Canada and is a member of the Order of Canada (OC).
